There's an interesting article in the 5 August issue of Science, p. 528-529, about the experiment that NSF's Division of Environmental Biology has conducted over the past four years, along with the Division of Integrative and Organismal Systems, requiring pre-proposals before you can submit a full proposal. A Government Accountability Office report has singled the new approach out for praise. A table shows that since 2009 the overall funding rate in IOS has declined from 20% to 8%, although the success rate of full proposals submitted in the two-step process in the past four years is 30-35%.
