SALARY RANGE: NRS 4 $3,918 - $5,136 per month
NRS 3 $3,549 - $4,653 per month (In-Training)

IN-TRAINING: This position may be filled at a Natural Resource Specialist 3
In-Training to a Natural Resource Specialist 4. Upon completion and approval
of a formal In-Training plan the incumbent would be promoted from the NRS 3
classification into the NRS 4 classification.

Under the direction of the Assistant Division Manager, this position is
responsible for policy development and implementation related to agricultural,
grazing, and permit range leasing of State trust lands.
Duties:
This includes providing programmatic guidance, streamlining business practices
and ensuring that program business procedures are state of the art.
Responsibilities include but are not limited to:
Serves as the agency expert for statewide agricultural, grazing, and permit
range leasing operations.
Provides direction on leasing policy and procedures, rental determinations, and
leasehold improvement issues.
Oversee the creation and ongoing implementation of an automated work flow
system designed to ensure the program is utilizing state of the art technology
to make lease management as efficient and streamlined as possible.
Stays abreast of all proposed legislation, federal and state, that may impact
trust management goals and objectives.
Communicates regularly with all federal agencies involved in administering any
federal program applicable to DNR or our lessees.
REQUIRED QUALIFICATIONS:
Bachelor's degree in an agriculture related field or other natural resource
field.
Four years' experience in Natural Resource program management for the NRS 4 -OR-
Two years' experience in Natural Resource program management for the NRS 3
In-Training.
Four years' supervisory experience for the NRS 4 -OR-
At least one year supervisory experience for the NRS 3 In-Training.
Experience drafting and interacting with experts such as legal counsel on
documents including but not limited to contracts, compliance orders, and other
complex documents.
Experience in negotiating and complying leases and other complex agreements.
Managing a high workload and managing many projects congruently.
Proficiency in MS Word and Excel.
Excellent communication skills, i.e., writing, reading, speaking, and listening.
Demonstrated ability to establish and maintain productive working
relationships, respond effectively to changing needs and priorities,
efficiently allocate resources, and create and implement program improvements

DESIRABLE QUALIFICATIONS:
Master's degree in an agriculture related field.
Experience conducting financial analysis of irrigated agriculture conversion
opportunities and agricultural land acquisition opportunities.
Experience drafting policies and procedures.
Knowledge of agricultural land use law and federal farm program rules.
Experience working with agricultural land and trust land management law.
Experience in water right acquisitions, transfers, etc. and knowledge of water
right law.
Working knowledge of DNR leasing programs, functions, and business needs.
Working knowledge of Legislative processes, and experience performing bill
review/analysis and fiscal note preparation.
Experience developing and managing a budget, preferably a state agency program
budget.
