I have had great success in the past using non-toxic latex/acrylic paint in small cyprinid fishes. These tags lasted up to a year or more. Visible Implant Elastomer (VIE) is another option that may be a little easier to achieve multiple tags on individual fish so that you can distinguish them from one another. The paint is a very cheap option, and the VIE is much more expensive. Feel free to contact me off-list if you'd like more information or even a paper that I published based on my use of latex paint.
