Overview
 The National Ecological Observatory Network (NEON) is a $434 million 
dollar observatory project supported by the National Science Foundation, 
and dedicated to understanding how changes in climate, land use and 
invasive species impact ecology. For the next three decades NEON will 
collect a comprehensive range of ecological data on a continental scale 
across 20 eco-climatic domains representing US ecosystems. NEON will use 
cutting edge technology including an airborne observation platform that 
will capture images of regional landscapes and vegetation; mobile, 
relocatable, and fixed data collection sites with automated ground sensors 
to monitor soil and atmosphere; and trained field crews who will observe 
and sample populations of diverse organisms and collect soil and water 
data. A leading edge cyberinfrastructure will calibrate, store and publish 
this information. The Observatory will be the first of its kind designed 
to detect and enable forecasting of ecological change at continental 
scales. A 501(c)(3) non-profit corporation NEON, Inc. is responsible for 
the construction and operation of the Observatory.
 
Summary:
 Reporting to the Chief of Human Resources, the Manager of Learning and 
Development will be responsible for the overall management and 
administration of learning plans and programs for the NEON Observatory. 
Responsible for training and plan design, development, implementation, 
metrics and administration of company training programs for employees at 
various levels throughout the organization.

Essential Duties and Responsibilities:
 • Assess skill development needs and partner with NEON managers to 
establish learning, training and development priorities. Foster creative 
solution development with team members and stakeholders, embrace and 
recommend improvements to training development methodologies
 • Develop learning solutions and curriculum strategies for key skill 
areas; manage solutions to ensure they continuously meet the needs of NEON 
employees, managers and senior staff
 • Establish valid measurement strategies, monitor evaluation data and 
stakeholder feedback and develop improvement plans where needed based on 
these metrics. Develop, methodologies to review, assess, and evaluate 
training and learning efficacy
 • Build learning and development expertise within the organization 
including development of concepts, methods, and tools to advance learning 
strategies and processes
 • Develop a full range of custom performance solutions including highly 
interactive web-based training, instructor-led training, and both 
electronic and paper-based performance support tools. Develop 
methodologies and propose solutions to meet individual, departmental and 
organizational training needs
 • Learn both technical and business processes for assigned content and 
translate learners’ requirements for learning and systems adoption into 
the training design
 • In conjunction with senior management develop and perform prototyping 
and piloting phases, including UAT as required
 • Provide quality assurance through a peer review process
 • Develop and manage learning database and ensure training programs are 
compliant
 • Develop innovative and cost effective delivery strategies and methods
 • Assist senior staff to develop customized training plans and schedules 
to align individual employee development with departmental succession plans
 • Forecast, plan, manage and track budgets; develop work plans; and 
execute deliverables
 
Education:
 • Bachelor’s degree in Science, Engineering or related field
 
Required Experience:
 • Minimum 7 years experience developing, analyzing, and measuring 
instructional training programs
 • Knowledge of adult learning principles, instructional design, and 
evaluation methodologies
 • Extensive experience in multi-faceted project management related to the 
entire lifecycle of learning solutions management to include needs 
assessment, gap analysis, content design, development, delivery, and 
evaluation for instructor-led, blended learning and e-learning solutions
 • Must be comfortable working in a fast-paced highly dynamic environment. 
Must be flexible, and adapt to changing/emerging requirements and be 
willing to perform as a member of a highly cross-functional team
 • Excellent communication skills both oral and written
 
Preferred Experience:
 • CPLP certification preferred
 • Experience facilitating learning to support best thinking and creative 
problem solving
 
Skills and Abilities:
 • Adept and fluent with technology and proficient with MS Office
 • Ability to establish and implement curriculum strategies
 • Able to multi-task, and recognize priorities
