On behalf of National Ocean Service Acting Assistant Adminstrator David Kennedy, I'd like to personally invite you to review and comment on NOAA's draft Next Generation Strategic Plan (NGSP), open for public comment until August 10. The NGSP provides clear strategic direction to address local, regional, national and international issues identified by a broad range of stakeholders using NOAA's mandated authority and capabilities in science, service, and stewardship. The release of the NGSP during a dark moment in environmental history is timely for highlighting strategies to improve our communities, economies, and ecosystems, especially our vast, but not invulnerable ocean and coasts. Of special interest to the National Ocean Service is NOAA's goal for "Resilient Coastal Communities and Economies" that depends on effective conservation and management of healthy ecosystems. This NGSP goal directs NOAA and partners to achieve results that strengthen communities against climate and other hazards, foster comprehensive and effective ocean and coastal planning and resource management, ensure safe, environmentally sound marine transportation, improve water quality and human health, and strive for safe access and management of the Arctic. The NGSP renews NOAA's mission and vision of the future in light of the national and global challenges we face and new opportunities that we might seize. The Plan lays the foundation for NOAA to play a leading role in responding to the Nation's most urgent challenges, ranging from climate change, severe weather, and natural or human-induced disasters to declining biodiversity and threatened or degraded ocean and coastal resources. It is a tool for guiding strategic discussions and decisions, both within NOAA and with our partners and stakeholders. This Plan emerged from extensive consultations across the Nation with NOAA's staff and stakeholders, including partners in the public, private, and academic sectors that contribute to NOAA's mission. In conducting over 20 regional stakeholder forums, a national forum in Washington DC, as well as hosting Web-based surveys and idea generation, NOAA has gathered valuable contributions that represent an assessment of the greatest challenges facing the nation and the highest priority needs for NOAA. To that end, we now seek your final comments on NOAA's strategy including: the organization's mission statement, vision of the future, long-term goals, and five-year objectives.
