  1.Environmental_Details->Environment
  linux: Ubuntu 22.04.1 LTS
  kernel: 6.0.0-1003-oem
  ModemSDK:1.19.1

  2.Environmental_Details->Expected Behavior
  Mobile data still turn off
  3.Environmental_Details->Actual Behavior
  Mobile data is turn on
  4.Environmental_Details->Frequency of Occurrence
  Always
  5.Environmental_Details->Logs, Traces, Core Dumps
   LOG in attachment
  6.To_Reproduce->Steps

  1. Turn off mobile data.  By the way, if set air plane mode, mobile
  data will automatically turn on after reboot

  2.  Reboot device

  3 . Check cellular.

  7.To_Reproduce->Recovery

  No way.

  8. Analysis

  I chekc the syslog, I found modemmanager will start without blocking.
  I think we need add flag to record mobile data is turn on/off.
