Panel indicator icons should be on the right of their label, when
using a right-to-left locale

Bug description:
Some panel indicators such as the keyboard layout switcher or the me
menu have both a label and an icon. On left-to-right locales the icon
is drawn to the left of the label, so in order to be mirrored
correctly, the icons should be drawn to the right of the label in
right-to-left locales.
