  [panel] moving diagonally from a menu to submenu closes the submenu

Bug description:
  the title might not be that clear. but let me explain.

  If a submenu is opened in an app and you move the cursor diagonally in
  such away that it passes by the menu below, the navigation fails
  because the submenu auto close.

  Steps to reproduce:
  Open Nautilus, click on 'File'  get the mouse on 'create document', now try 
to move the cursor over to 'empty file' submenu item in such a way that the 
cursor touches the 'connect to server item' in the parent menu. this is not an 
issue in unity.
