Bug description:
Update: Bug description updated to make the change request accurate
for the new, revised 11.10 dash visual designs.

See designs in the 'sabdfl' /11_10/desktop_and_netbook/dash/ chinstrap
folder. When the Dash is open, all Launcher icons (apart from the
icon of the currently open lens) should loose colour saturation and
gain a tint based on the average wallpaper colour.

To understand how to create this exact effect contact Rosie.
In addition, mousing over the icons should return them to full normal
saturation with no tint.
