[launcher] dash launcher should automatically scroll back in view when
the mouse exits the launcher

Bug description:
Since the dash launcher moved to the unity launcher instead of the top
left position in the unity-bar, if you scroll down the launcher in
unity-2d, the dash launcher icon disappears. But shouldn't this always
be visible so the user can quickly find it?
The attached screenshot shows the top left of my screen - the dash
launcher icon is not visible as it has scrolled off.
