Bug description:
Disabled items in the quicklist should be styled semantically so that
a mouseover is not required to establish that the item is disabled.
Any updates to the quicklist visual design should also be rolled into
this change.
The following art assets are now signed off:
1. Visuals showing the desired styling of disabled items
2. Visuals that detail all the quicklist components.
