The "restart" item is not displayed under Unity in the current version
marking that bug as fixed. If you see it you might hit bug #1365208
which is another issue

Bug description:
I have been using unity-system-compositor for a while (with -proposed
enabled). Recently Bug #1203355 has been "fixed" for me under u-s-c.
But, strangely, after I remove u-s-c and restart the computer the bug
reappears (there's a restart entry and a shutdown entry, and both show
the same dialog).
If I install u-s-c (without restarting), Bug #1203355 is "fixed"
again.
