unity's launcher's hover-information sometimes are open, without a
reason to.

Bug description:
ubuntu 13.04, latest unity until now.
when you hover an icon, there normally would be a label visable like
'Firefox Webbrowser' or 'Files'. but sometimes, are they shown without
my cursor there, and sometimes multiple at a time. i dont know when i
triggered them to show, because i have a half-blindness issue.
