It should not restore all windows if you manually minimized all of them.
Not sure what should be the correct behavior.

Title:
"Show Desktop / Restore Windows" label incorrect when all windows are
minimized

Bug description:
This is a bug related to bug #1237132 but not sure whether it is
directly caused by the change.
1. In System Settings -> Appearance -> "Behavior" tab, enable "Add show
desktop icon to the launcher" checkbox.
(This make the problem easier to observe, but you may test it with Alt-Tab
switcher instead.)
2. Open some windows.
3. Minimize windows one by one by clicking the minimize [ _ ] button on the
window title bar.
4. Mouse over the Show Desktop icon on the Unity launcher, its label should
read "Restore Windows" now but it's "Show Desktop". Also, clicking on the
button should restore the windows instead of doing nothing.
Tested on Ubuntu 14.04.2 with a recent update of Unity desktop
(7.2.4+14.04.20150316-0ubuntu1)
