This used to be possible and does not have anything to do with the graphics drivers (it works in XFCE using arandr). Using arandr under Unity does not work, though it initially allows overlaying the different screens, but when applying these settings the screen snaps back to a side-by-side view in the GUI and this setting is applied. (Also, if I remember correctly, I was able to overlay screens in a upgraded 13.04 installation, but not in a fresh install of 13.04.) The possibility of overlapping screens of different resolution is nice, since for some applications it is good to show only parts of the main screen on, say, a projector.
