Launcher, panel and dash fail to launch

Bug description:
I login, and get my background and startup applications are launched.
However, the Unity launcher and top panel are not launched. I can
happily fire up programs from the text console (DISPLAY=:0.0 gnome-
terminal), and they are properly decorated and usable.
There appears to be no unusual noise in .xsession-errors.
