With music-app closed, the controls in the sound menu are dummy

1. ensure music-app is not running
2. drag down the sound menu
3. tap on the 'play' icon.
What happens:
Nothing
What should happen:
Either the controls should not be there by default or tapping the play icon
must start the music app and start playing something.
