unity menu scrolls itself up from time to time

Bug description:
I had big trouble to describe it, and the problem bothers me so much
that guided by the motto "a picture is worth thousand words" I decided
to record a video that shows it:

In other words sometimes when I hover an icon, then menu instead of
stopping on this icon scrolls itself up instead.
Note that I do not have two monitors so my cursor does not go beyond
the edge of the monitor. moreover, this happens only sometimes.
