Can reply to SMS even when screen is locked

Bug description:
krilling build 40 on rtm image
- setup a pin lock for your phone
- lock your phone
- send an sms to your phone
- pull down messaging-menu
Expected results:
- should not see any messages, or if you can you should not be able to reply
Actual results:
- I can reply to any sms message. Seems like a big security hole.
