Desktop Icons - "Icons on desktop" when off corrupts desktop

Bug description:
I installed unity-tweak-tool and set 'Desktop Icons' -> 'Icons on
desktop' to off. After a restart my desktop background did not come
up, as you can see in screenshot login screen output shows instead.
Everything works, cannot set background from system settings.
After reverting the setting in unity-tweak-tool, desktop background
reappears.
