Bug description:
a small but annoying bug bothers me and all of my friends using Ubuntu
too, since 13.10 i guess.
the keyboard layout sometimes changes from german to english when Ubuntu is
restarted.
this happens on login screen and if someone has special characters in his/her
password this was really annoying.
a "workaround" is to open the keyboard settings and add a new language after
that the german layout is active again.
we all have ONLY the german layout in keyboard settings, no other language!
