Multiple dock icons appear for System Settings

Bug description:
Hard to reproduce as this is very inconsistent.
- Open System Settings
- Click any settings option
- Click 'All Settings' to go back
- Click another (or the same) settings option
- Click 'All Settings' to go back
.. keep repeating and eventually you will see multiple (usually 2,
sometimes 3) System Settings icons in the dock
this only sometimes happens, sorry I can't be more accurate
Please see video of it happening. The frame rate is a little slow but
you can see the multiple options sometimes show up. I can rightclick
on both options.
