Bug description:
When I touch the right side of the deskop with the mouse cursor, unity
normally shows the dash panel (program staring:e.g firefox,libre
office, other already started programs) in foreground of all other
open windows.
After several hours of work this breaks. The panel is not showning in
foreground anymore. Instead it comes up in background of all windows.
This make change between programs much more harder.
Expected: Panel should always appear in foregroud.
