Bug description:
From IRC discussion:
- the bottom part of the dash (the border kind of thing) flickers to fully
transparent and then a few frames later it repaints
- it happens when there's a window under the border that gets damaged
- but it must damage only the border, not the normal dash background
- i see it when my xchat's statusbar updates and somehow it's always below
the border part
