Launcher icons don't work when option is set to only show launcher on
one monitor.

Bug description:
In Ubuntu 14.04 beta when the launcher is set to only show on one
monitor if you open an application from the menu it opens, but if you
close it and try to open it again nothing happens when you click the
icon.
The way it behaves it's like you're clicking an empty space, the right
click menu still works and if you show the launcher on both monitors
it also works.
