Handling this in u-s-d opens up other use cases (kiosk mode? lockscreen disabled? etc) that will be a pain to handle outside of indicator- session.
I think the simplest thing to do, and the one least likely to generate new bugs, is to just not show the keyboard accelerator unless the action is "Lock Screen". However, hitting Ctrl+Alt+L does not do anything.
