I got rid of this using Compiz Settings Manager. There one must open
Windows decoration plugin and change the value of "Decorated windows"
field to "!(state=maxhorz)". I don't know if this is systematic solution
though. Hope this helps.

Bug description:
If you maximize a video in vlc and then move the mouse the title bar
reappears but then does not disappear when you stop moving the mouse.
