The reason for the design decision is that you are likely to be unaware that the pointer is inside the area where the bubble is appearing. The pointer may not even be visible at the time, if a program has hidden it for text input or video playback etc. And once you become aware of where it is, it is simple to move the pointer out of the bubble then into it again -- especially since it's fairly likely that moving the pointer was how you became aware of its position in the first place.
