I will try to search to gnome bugs first but if I remeber right, this bug was there in gnome 3.8 and fixed in 3.10.

Remark that if I uses ctrl-alt-f3, the computer uses the azerty layout. So, it looks like switching keyboard layout and removing the previous one only applied to the graphical side (X server?), and that Unity, for some reason, uses different layout when I press ctrl-alt and super...
