To add a little to this. For those launchers that were present before update to 13.10, they remain in the same position. For those launchers added after update, they return to the bottom. For example I installed Fotoxx and it placed a launcher just above the workpalce chooser. I move it to be directly below the lens launcher and on next login it is back in the position just above the workplace chooser.
