Bug description:
When an ng-indicator is present in the panel, it seems to be ordered
in between the File and Edit menu items of common applications.
Reproduce by:
1. Open the File menu of gnome-terminal.
2. Press the right arrow key.
The indicator menu opens when the right arrow key is pressed. Pressing
the right arrow key again opens the Edit menu. The indicator menu
should only open after the Help menu.
