Open a window on each monitor (white new browser windows work well). Fullscreen each widow (F11 - not maximize) so that ALL monitors have a fullscreen app. The non-focused app(s) will have the panel shadow visible. (I've only tested with two monitors.) This is really bad with with apps like vmware that are used full screen frequently and don't report focus back to the host.
