Thomas, this looks like a really ugly workaround. Do your metadata fields really change so often that it's worth to automate it? Only the admin can change them and the admin can usually also restart the servlet container. What kind of schema are you using that can't be defined once and stay the same?
Just to give you a glimpse of the future in case you really need this - there has been a recent proposal to rework configuration [1] that would remove the need to restart DSpace when configuration changes. So the next version of DSpace _might_ let you customize it so that a restart is not necessary.
