I would leave ~/.m2 alone except for ~/.m2/repository. You probably want to continue using your settings.xml and suchlike.
~/.m2/repository is a cache for artifacts that Maven has fetched at some time. It's okay to remove it. If you discard from there anything that you will need, Maven will fetch it again and recreate the necessary directory structure. Every now and then, I delete ~/.m2/repository to clear away old artifacts which may never be used again, as the projects I work on evolve and come to depend on newer versions of their dependencies. -- Mark H.
