DSpace doesn't do that kind of thing yet. "Author Pages" was a feature build
a while back from uRochester, which gave each author a bit of a portal to be
showcased. I've been working pretty heavily in making customized reports for
our repo admins so that they can answer the kind of questions that strike
their fancy. Thus far, top downloads for the entire site, top downloads for
this collection/community, etc are pretty common questions.

To solve the authors-downloads question. You'd need to build a page for all
of your authors (probably starting from the browse code for authors). From
there, combine some solr queries for each of their items to get your data.
