OAI configuration is located under dspace/config/crosswalks/oai
All of these files are XML (or XML-based XSL Transformations), so the
error message implies that some the these XML files is invalid.
Candidates include
- xoai.xml or description.xml that include general configuration e.g.
regarding metadata formats, or
- metadataFormats/oai_dc.xsl that provides the logic for oai_dc format.
Please check these with XML validator/parser and correct if needed - or
compare with default ones such as
https://github.com/DSpace/DSpace/blob/dspace-7_x/dspace/config/crosswalks/oai/metadataFormats/oai_dc.xsl
