Hello Carolyn,yes, you can use the saf format to upload files via command line (https://wiki.lyrasis.org/display/DSDOC8x/Updating+Items+via+Simple+Archive+Format) You'll just need to add a contents file listing the bitstreams to register and a dublin_core.xml with the uri of the item.

I'm not sure whether we want to give our users the default privilege to upload larger files.
