I have filed a bug report <https://github.com/DSpace/DSpace/issues/9434> for this, and intend to add a new cron job to restart Tomcat nightly until it is fixed. I will probably also be filing a bug report for the inability to load top-level communities and collections when the item counts are configured to be live, as opposed to cached (`webui.strengths.cache = false`).
