Creating/registering users is documented under "User Management": https://wiki.lyrasis.org/display/DSDOC7x/User+management That also includes guides on creating groups of people to allow you to manage permissions.
Most permissions can be managed at the Collection level when Editing a Collection (See documentation on "Assign Roles"): https://wiki.lyrasis.org/display/DSDOC7x/Edit+Collection If you have more specific questions, let us know on this list.
