I don’t work on DSpace much and I’ve never run it on Windows, but… I think the easiest path would be building DSpace on a Windows server that has an Internet connect, and then zipping DSpace and copying that ZIP to the Windows server without the Internet.
In that case, you should only need Tomcat, Postgres, and Java JRE (not JDK since you don’t need to do a build again) on the target server. I could be wrong (there might be other external dependencies I’ve forgotten) but that’s the approach I take when I need to do deployments to offline environments for other applications.
