Description: A new <input-type>constant<input-type> for a read-only/non-editable text input in the Forms.
Used when data are read automatically from external DB and user has only to confirm.
A new attribute <max-length>123</max-length> for <input-type>onebox</input-type> and <input-type>textarea</input-type>
to set a maxlength attribute for html text input/textarea in the Forms.
