Declaring an IP range in authentication-ip.cfg only seems to work for full and
partial IPs. When specifying a range via network/netmask method or
network/CIDR, the authenticator does not appear to initialize the IPMatcher
correctly. Fix that worked for us:
org.dspace.authenticate.IPMatcher.java
