A few quick comments

1.) I suggest we please avoid having 2 OAI modules in 3.0, if there is 
consensus about this OAI work, please just replace the existing OAI modules 
with this one.
2.) I'm not sure yet how I feel about it using a second Solr Core. is there a 
reason your not using the discovery core?
3.) This is an example area where SpringMVC would highly simplify whats getting 
done here,  we can use SpringMVC to create controllers for the verbs and even 
use it to express each metadata format as a separate view technology.
4.) I'd like to see more of a architectural detail and overview with 
opportunity for community feedback on some of the features and implementation 
strategy, some form of announcement and review given its a fairly signifiant 
rewrite.
