Maybe even simpler than that.  Git and GitHub give us a lot of
flexibility for different contributors to work in the ways they find
best.  Maybe the questions we need to answer are:  are there any patterns
that we want to avoid?  Can we set the tools up to prevent them
without undue complication?  If not, what's the best way to get people
to read, understand, and abide by The Rules (when there are some)?

Or, looking at it another way:  non-committers can't tinker directly
with the "master" repository.  Under what circumstances is it proper
for committers to tinker directly with the "master"?  Under what
circumstances is it expected?  The space between those two answers may
be wide enough for a variety of working styles.
