There was some discussion of this on IRC.  https://www.transifex.net/
is a crowdsourced translation service.  They are a for-pay service but
seem to offer a free plan for open-source projects.

The site says it can take Java Properties-style message catalogs.
We'd have to create a tool to convert between the Cocoon XML catalog
format and a supported format.

If such a service is thought appropriate, it might be a good center
for improving the organization and maintenance of translation efforts.
