Dspace decomposes all diacritic characters (f.e. ä, ö å etc....) before writing
them to the database tables (Diacritic is stored after the base character).
This behaviour leads to weird sorting in countries where diacritic characters
are used. f.e. the letter "Ö" is treated like "O" in sorting.
Dspace should offer LocaleOrderingFilter, that will normalise a string so that
the resulting
value can be sorted in a way that is correct for a specified Locale.
This filter should be an alternative option, which could be activated from
dspace.cfg.
