Port XMLUI to Cocoon 3.0

Cocoon recently released a third alpha release of Cocoon 3. It does seem that,
from recent dialogs, that there is some continued direction to Cocoon 3
development, even to the case that it is being used in production in sites such
as "codebusters" (https://codebusters.com/). This said, I think we may want to
being our own exploration of porting the alpha for a future release of DSpace
XMLUI. If there are any parties that are interested in this exploration. This
JIRA task is a hanger to explore this topic and prototype the upgrade in.
