We want to consider that we don't actually need to put this intot he
dspace-services core, but have it available as an addon, it has been placed
into the codebase here:

And should be reusable from that point, we will want to think about where we
manage such jira issues for modules which have a release cycle independent of
dspace-services and dspace itself. (wow, Component versions would make this a
whole lot easier)
