Add a dspace.cfg paramater that when enabled would allow for "restore mode"
ingestion of items. Restore mode is typically used when an item has been
removed from the repository and is being restored. When this mode is enabled
the packager API will try and restore an items handle, and prevent additions of
duplicate license files.
