In the DSpace OAI implementation the ListRecords and ListIdentifiers creation
of headers varies. ListRecords does include the deleted status whereas
ListIdentifiers does not. For ListIdentifiers the status is optional see
http://www.openarchives.org/OAI/openarchivesprotocol.html#ListIdentifiers, but
as DSpace per default sets the deleted status to persistent, the header should
include the status.
